Unnat Bharat Abhiyan Portal or UBA Scheme Portal is now functional at the official web link of unnatbharatabhiyan.gov.in. Ministry of Human Resource Development (MHRD) had launched 2 versions of UBA Scheme namely Unnat Bharat Abhiyan and Unnat Bharat Abhiyan 2.0. Under this sarkari yojana, several students studying in colleges and universities visit the nearby villages to know more about the life of people in rural areas / villages. Students serves as agents to develop, empower and brighten the future of country and to transform India. This scheme of Central govt. is a real bharat darshan for the students.

The primary objective is to make students aware about the problem faced by the villagers in day to day life and cope up with them. Students should find specific solutions in areas of health, cleanliness, waste management, plantation, financial inclusion, women and child development etc.
To make this campaign successful, students must involve local village people at every stage and ensure Jan Bhagidari (Public participation). Central govt. has brought a new handbook on Unnat Bharat Abhiyan 2.0 which is higher version of previous Unnat Bharat Abhiyan.

Mission of Unnat Bharat Abhiyan
The Mission of Unnat Bharat Abhiyan is to enable higher educational institutions to work with the people of rural India in identifying development challenges and evolving appropriate solutions for accelerating sustainable growth. It also aims to create a virtuous cycle between society and an inclusive academic system by providing knowledge and practices for emerging professions and to upgrade the capabilities of both the public and the private sectors in responding to the development needs of rural India.
Goals of UBA Scheme 2020
The various goals of the Unnat Bharat Abhiyan or the UBA Scheme are as follows:-
- To build an understanding of the development agenda within institutes of Higher Education and an institutional capacity and training relevant to national needs, especially those of rural India.
- To re-emphasize the need for field work, stake-holder interactions and design for societal objectives as the basis of higher education.
- To stress on rigorous reporting and useful outputs as central to developing new professions.
- To provide rural India and regional agencies with access to the professional resources of the institutes of higher education, especially those that have acquired academic excellence in the field of science, engineering and technology, and management.
- To improve development outcomes as a consequence of this research. To develop new professions and new processes to sustain and absorb the outcomes of research.
- To foster a new dialogue within the larger community on science, society and the environment and to develop a sense of dignity and collective destiny.

Unnat Bharat Abhiyan 2.0
More than half of the population of India lives in villages. Every villages possess some specialty along with some challenges. Unnat Bharat Abhiyan 2.0 will make students learn about the problems faced by rural people and to find practical solution for its betterment. Under this scheme, students and professors of Higher Educational Institutions will motivate the rural public for socio economic development of villages through several schemes and initiatives meant for rural development.
In the past few years, people from villages migrated towards urban areas for better lifestyle. This Unnat Bharat Abhiyan 2.0 will ensure sustainable development of villages and reverse this migration process. Initially, 750 institutions had participated for the development of rural people and thousand others were willing to join this national movement. This programme aims to enrich Rural India through establishment of relationship b/w society and higher educational institutions.
Central govt. wants to cover around 45000 villages for which the participation of 8252 Higher Education Institutions is required to make it a Jan Andolan (people’s movement). Higher Education Institutions take funds from the government and utilizes people’s money, so their participation will be a payback time. Unnat Bharat Abhiyan 2.0 is a two way process – Higher Education Institutions will learn from the wisdom of rural people and people will learn from the knowledge, technology support of these institutions.
Unnat Bharat Abhiyan 2.0 Implementation
Under this unnat bharat yojana, govt. will select institutions in a challenge mode and will extend it to reputed higher education institutions (both public and private). Subject Expert Groups (SEGs) and Regional Coordinating Institutes (RCIs) will guide the participating institutions. IIT Delhi will be the National Coordinating Institute for this unnat bharat abhiyan. All the reputed institutions will get covered in a phased manner.
Every institution will have to adopt a cluster of villages / panchayats to gradually expand the outreach over a particular duration. Faculty and Students will study the living conditions, local problems and needs in these adopted villages. Afterwards with the use of technology, these institutions needs to improve the process of implementation of govt. schemes and prepare working action plan for the villages.
All the institutions are expected to work in coordination with district administration, elected public representatives of panchayat / villages and other stakeholders. Faculty and students will be re-oriented and connected to ground reality of villages in order to properly implement their learning and research for the welfare of society. Progress of Unnat Bharat Abhiyan Till November 2020
Union Education Minister organized a review meeting to know the the progress of Unnat Bharat Abhiyan Scheme (UBA) through video conferencing on 20 November 2020. Under UBA Scheme, a network of more than 2600 participating institutions with over 14000 villages are covered. In the meeting, it was told that 4650 village level survey data and 4,75,702 household level survey data is available on the web portal of UBA.
The Minister appreciated IIT Delhi for the progress made under UBA. Under the Unnat Bharat Abhiyan Scheme, higher education institutions are connecting with the society and villages, helping the students and faculty to gain practical knowledge and traditional wisdom. The scheme also aims to identify innovative technologies, devise implementation method and enable customisation of technologies for the betterment of people, he added.
Education Minister has given directions to identify 3 to 5 core issues common amongst all the villages and few issues based on local conditions. He even asked the participating institutions to work on these.He emphasized that efforts be made to maximise the number of HEIs under the scheme in order to benefit more villages.
The Minister stressed that UBA should be instrumental in sensitizing the school teachers regarding National Education Policy, 2020. He highlighted the need for a portal which will serve as an interactive platform for different institutions wherein they can share success stories ad motivate each other. Shri Pokhriyal suggested to carry out a state-wise study and to set targets regarding the parameters under UBA such as improvement in literacy, healthcare among others.
The conceptualization of Unnat Bharat Abhiyan started with the initiative of a group of dedicated faculty members of Indian Institute of Technology (IIT) Delhi working for long in the area of rural development and appropriate technology. The concept was nurtured through wide consultation with the representatives of a number of technical institutions, Rural Technology Action Group (RuTAG) coordinators, voluntary organizations and government agencies, actively involved in rural development work, during a National workshop held at IIT Delhi in September, 2014.
The workshop was sponsored by Council for Advancement of People’s Action and Rural Technology (CAPART), Ministry of Rural Development, Govt. of India. The program was formally launched by the Ministry of Eduction (MoE) (formerly Ministry Human Resource Development (MHRD)) in presence of The President of India on 11th Novembter, 2014.
